PRESENTATION
Fermo Summer School is the first School in Italy to offer a Higher Course on “Legal and Sociological Aspects of European Governance”. It reflects the increase in demand for the challenges that contemporary European Union process and policy bring to the fore at both social and institutional levels, legal theory and professional practice included. To the extent that many aspects of European governance are becoming nationally and internationally relevant, Fermo Summer School aims to focus attention on the pressing questions that contemporary European Union have to face. Whether your interest lies in social change along with technological innovation, or in theoretical and practical legal issues concerning current global-local trends, the course offers a formative experience that emphasizes top-quality academic standards and operative excellence, as well as a commitment to deeper analysis of the European scene. The course is organised by the University of Macerata, in association with the Ente Universitario del Fermano and the Foundation of the Cassa di Risparmio di Fermo.

HIGHER COURSE PROGRAMME
Fermo Summer School will host up to 30 participants selected on the basis of their application.

The Fermo Summer School will include at least 80% of the participants from E.U. Member States.
Measures will be taken to involve in the Course at least 40% women.

HIGHER COURSE TIMETABLE
The Higher Course on “EU Governance between Legal and Political Systems” will be held in Fermo from August 22th to September 2th 2011.
Weekly lessons include 20 compulsory hours 4 hours every morning Monday-Friday). Two additional hours for seminar discussions will be also available in the afternoon. Students may also attend an optional Italian language course.


HIGHER COURSE PROGRAMME

This year the course programme will focus on:“EU Governance between Legal and Political Systems”. The course will be conducted by top-quality teaching staff, among which renowned scholars from prestigious European universities. It guarantees educational training on topics that offer deeper insights into the functioning of EU governance.

The academic syllabus will provide comparative analysis on:
- socio-legal aspects of constitutional process and policy in current EU transition;
- governance techniques in EU institution and EU Member State administration;
- theory and practice of EU institution management;
- competition strategies in EU law policy making;
- EU legal professions;
- governance accountability and brand protection in the EU;
- socio-legal aspects of EU governance following EU enlargement.
- technological issues in European government process in EU institutions.

The course will include a final roundtable “ From Central State to Multilevel Constitutionalism. Towards a new Socio-legal Semantics of the EU”.

GRANTS

Attendance of the course provides 6 EU ECTS credits.

Besides, each student will be granted an additional 3 EU credits on completion of a written essay of approximately 20 pages, to be drafted and sent by e-mail within three months of completion of the course, on a subject matter concerning an issue raised during the course and related to the student’s national context. November 30th 2011 will be the deadline for the delivery of papers drafted by participants. These 3 additional credits will be provided upon evaluation by the School Steering Committee. Fermo Summer School will send the formal certificate of attendance to the Course.

GRANTS
The Course offers 30 Study Grants which will cover partecipation as well as board and lodging costs of all the participants. Grants will be provided on the basis of an evaluation by the School Steering Committee. Admission to the Summer School implies a committment to contribute to the Course with indications of relevant cases to be presented, analysed and discussed in English.Participants selected by the School Steering Committee will be promptly informed by e-mail about their admission. In the case of vacancies, the School Steering Selected Committee will proceed on to further individual admissions.

The applications should reach the Fermo Summer School within the deadline of July 30th 2011.

ACCOMODATION
The partecipants will be lodged in a university residence in Fermo or by the sea in Lido di Fermo. In the latter case, a shuttle-service is offered to bring you to all lessons.
Breakfast and lunch will be provided.
Please tell us if you prefer a single or shared double room in the registration form.
If it is impossible for you to be present for the start of the course, please let us know immediately.
All special personal requirements should also be notified well in advance.

GRANTS
Fermo is a pleasant and charming place to study, especially in summer. Ancient heritage, beauty of architecture and landscape, stimulating social lifestyle and intellectual excitement offer a most agreeable combination.
The town of Fermo, an old Roman colony, stands on the summit of a hill, a few kilometres from the Adriatic coast. It is dominated by the impressive Cathedral from where beautiful views can be enjoyed that stretch across the magnificent countryside spanning from the Adriatic to the Apennines. Its centuries-old walls and lovely historic buildings are all essential in a visitor’s appreciation of the town: you will also be able to admire magnificent residential palazzi and picturesque streets which convey the industry and cultural refinement of the local community. Fermo’s main square - Piazza del Popolo - is at the heart of the town.
It is surrounded by colonnaded buildings, marvellous 16th- century palazzi, like the Bishop’s Palace or the Palazzo dei Priori, now transformed into the town art gallery. A short walk takes you down to the Roman Reservoirs, one of the most unique architectural sites in Italy, which date back to the 1st century AD. Going back up, you reach the Duomo, or cathedral, with its asymmetrical Romanesque-Gothic façade. Excursions to the surrounding towns will take you to the valley of the river Aso, along with other ancient villages such as Moresco and Monterubbiano, with their medieval churches and towers.
It is highly recommended the summer performances at the magnificent 18th century theatre. If you prefer sports or sunbathing, a 15-minute bus ride will take you to the Lido di Fermo where you can enjoy the warm inviting waves of the Adriatic Sea and its wide sandy beaches. Otherwise, why not lose yourself along the many bicycle or walking tracks between the mountains and the coast?

INFORMAL LEARNING
All students will have the opportunity to benefit from free weekend excursions organised by the Course Secretary.
Additional destinations will include historic towns like Rome, Florence, Venice, Ravenna, etc. according to demand.
